Right now, devcon archive serbes content from decentralised storage (IPFS, Swarm).

livepeer.studio has recently released a way to optimise streaming of video from decentralised storage.

I think in this case we do not even need to go through the DIPs - a simple issue or even better PR in the website repo should be enough here:
