GM (Global Majority) Hub Proposal for Devcon
Summary of Proposal
The GM Community Hub, led by a diverse team of Asia, African, and LatAm builders, fosters Global Majority imagination at Devcon. Through dedicated regional days and collaborative spaces, it sparks necessary dialogues on Web3’s future. This hub empowers underrepresented voices, facilitating cross-cultural exchange and envisioning Real World Ethereum solutions tailored to GM contexts.
Motivation and Rationale
How would this community hub enhance attendee experience?
The GM Community Hub is proposed by Pagoda, an alliance of 15+ major Asian community builders. Hosting Devcon in South East Asia is a unique opportunity, and we are organizing the GM Community Hub to do the main groundwork for African, LatAm, and Asian builders to have an easy platform to plug in and have the spaces to have the types of conversations and dialogues we can only do IRL.
Practically, GM Community Hub will provide Devcon attendees a space to learn about Web3 developments in often overlooked regions - where we are seeing accelerating real world adoption. It offers:
- Direct interaction with founders, builders, and community leaders from Africa, LatAm, and Asia (or what we call the Global Majority)
- Exposure to diverse approaches on Ethereum and Web3 applications
- Opportunities to explore region-specific challenges and solutions
- Cultural exchanges that broaden understanding of global Web3 ecosystems
- Weaving African, Asian, and LatAm builders and ecosystem leaders together
In addition, for builders coming from these regions, the GM community hub offers:
- 1 day dedicated physical and organizational support for each region (Africa, LatAm, and Asia)
- Event hosting & coordination, physical space, and experience design.
- Outreach to the Pagoda communities and Devcon participants to highlight activities happening to drive more attention so there is maximal exposure.
How would this complement the main programme happening at Devcon?
While the main Devcon program focuses on broad technical and ecosystem developments, the GM Community Hub will:
- Offer deep dives into region-specific blockchain initiatives
- Provide a dedicated space for GM voices that might be underrepresented in the main program, including many who wouldn’t get a chance to speak on the main stage to engage hands on
- Facilitate more intimate, interactive sessions on GM-focused topics
- Showcase practical applications of Ethereum technology in diverse global contexts
- Bridge the gap between global technical advancements and local implementation challenges
- Offer event and physical infrastructure to builders and communities to easily plug in.
Why is this topic significant, and why is a community hub the best format to address it?
The GM perspective is crucial for several reasons:
- True global adoption of Web3 requires understanding and addressing diverse needs
- GM regions represent the majority of the world’s population and future user base
- Unique challenges and opportunities in these regions drive innovative blockchain applications
- Cross-cultural collaboration is essential for a decentralized, resilient, equitable future
A community hub is ideal because it:
- It allows GM builders to easily plug in and join as a community of communities. A community hub allows regional communities to shine, and also weave more connectivity amongst one another.
- A physical space where we can have different formats of activities, from speakers / panels, round table discussions, one on ones. The community hub structure allows a wide range of experimentation.
- Facilitates organic connections and collaborations among participants joining. IRL events are ideal for this, so a hub allows us to achieve these goals.
- Offers a physical manifestation of Global Majority inclusion and representation
Implementation
Production requirements and equipment
In addition to the provided equipment, we plan to source:
- Whiteboards, post it notes, and tools that can be used to create interactive spaces
- Cultural representations of different regions, art, and other representations of cultures from different GM regions
- Space decorations to create inviting and warm spaces
Sample programme (9 AM - 5 PM daily)

- What is GM? Reframing Global South to Global Majority. Who makes up GM? (interactive sessions)
- GM Imagination: collective envisioning of Web3 futures in the Global Majority. What would the world look like in 10 years if GM regions drove global crypto adoption in region specific ways? What are the possible directions for real world applications if we build bottom up?
- Roundtables / small group discussions: Challenges and Opportunities for GM Builders in Web3
- Connection, relationship building, and mixing talents + viewpoints.
November 12-14: Region deep dives - a day dedicated to Asia, Latin America, Africa

Team expertise and suitability
Our team comprises individuals with deep roots in their respective GM regions and extensive experience in the Ethereum ecosystem. Each regional representative has a proven track record of community building and Ethereum advocacy in their area. The Pagoda Network will help with the main coordination of space and other co-hosts will bring their experience in fostering the Ethereum ecosystem in each region. Our diversity and inclusivity ensure that all activities are culturally sensitive and truly representative.
Ensuring marketing-free content
We are committed to keeping the GM Community Hub free from marketing and token promotion by:
- Prioritizing community-driven content over company or project-specific presentations, and using company / project content to highlight examples of use cases.
- Focusing discussions on technology, culture, and social impact rather than specific projects.
- Having a dedicated team member monitor all activities to ensure compliance with Devcon guidelines
Community representation
The GM Community Hub team represents a diverse coalition of builders, educators, and community leaders from across the Global Majority. With the goal of promoting greater diversity and inclusion, we aim to simplify the process for various communities to engage with a pre-existing space, rather than requiring them to create something from the ground up.
We have:
- Active involvement in grassroots blockchain initiatives in our respective regions
- Strong connections with local developer communities and educational institutions
- Experience in organizing region-specific blockchain events and workshops
- A shared commitment to amplifying underrepresented voices in the Web3 space
- A track record of fostering cross-cultural collaboration and knowledge sharing
By bringing together this diverse team, we ensure that the GM Community Hub truly represents and serves the Global Majority community within the Ethereum ecosystem.
